2: We show that surface groups are  flexibly stable in permutations. 
3: %This means that any map from a surface group to a finite symmetric group sufficiently close to being a homomorphism is close to an actual homomorphism into a symmetric group of a somewhat larger degree. 
4: Our method is  purely geometric and relies on an analysis of branched covers of hyperbolic surfaces. Along the way we establish a  quantitative variant  of   the LERF property for surface groups which may be  of independent interest.
