1: \begin{abstract}

2: We discuss the formulation of a non-relativistic effective field

3: theory for two-body  P-wave scattering in the presence of shallow

4: states and critically address various approaches to renormalization

5: proposed in the literature.  It is demonstrated that the consistent

6: renormalization involving only a finite number of parameters 

7: in the well-established formalism with auxiliary dimer fields corresponds to

8: the inclusion of an infinite number of counterterms in the

9: formulation with contact interactions only. We also discuss the

10: implications from the Wilsonian renormalization group analysis of

11: P-wave scattering.
