2: The aim of this article is to study the asymptotic behaviour of

3: some low-cost control problems. These problems motivate the study

4: of $H$-convergence with weakly converging data. An improved lower

5: bound for the limit of energy functionals corresponding to weak

6: data is established, in the periodic case. This fact is used to

7: prove the $\Gamma$-convergence of a low-cost problem with

8: Dirichlet-type integral. Finally, we study the asymptotic

9: behaviour of a low-cost problem with controls converging to

10: measures.
