2:   After a general discussion of group actions, 

3: orbifolds, and ``weak orbifolds''  

4: this note will provide elementary introductions to two basic moduli spaces

5: over the real or complex numbers: First the moduli space of effective 

6: divisors with finite stabilizer on the projective space $\bP^1$

7: modulo the group $\PGL_2$ of projective transformations of $\bP^1$;

8: and then the moduli space of effective 1-cycles with finite stabilizer 

9: on $\bP^2$ modulo the group $\PGL_3$ of projective transformations of $\bP^2$.
