2: We consider some reduction from nonlinear 

3: Vlasov-Maxwell equation to rms/rate equations 

4: for second moments related quantities.  

5: Our analysis is based on va\-ri\-atio\-nal\--wa\-ve\-let approach to rational 

6: (in dynamical     

7: variables) approximation. It allows to           

8: control contribution from each scale of underlying multiscales                 

9: and represent solutions via multiscale exact nonlinear eigenmodes (waveletons)

10: expansions.        

11: Our approach provides the possibility to work with well-localized bases        

12: in phase space and best convergence properties of the corresponding                

13: expansions without perturbations or/and linearization procedures.
