2: We study ``how far away'' a finite index subgroup $\Gamma$
3: of $\slzwei{\ZZ}$ is from being a congruence group.
4: For this we define its {\em deficiency of being a congruence
5: group}. We show that the index of the image of $\Gamma$ in
6: $\slzwei{\ZZ/n\ZZ}$ is the biggest, if $n$ is the general
7: Wohlfahrt level. We furthermore show that the Veech groups
8: of origamis (or square-tiled surfaces) in $\omegam{2}(2)$
9: are far away from being congruence groups
10: and that in each genus one finds an infinite family of
11: origamis such that they are ``as far as possible'' from being
12: a congruence group.
