2: We introduce the stable presentation length of a finitely presentable group. 

3: The stable presentation length of the fundamental group of a 3-manifold 

4: can be considered as an analogue of the simplicial volume. 

5: We show that the stable presentation length have some additive properties  

6: like the simplicial volume, 

7: and the simplicial volume of a closed 3-manifold is bounded 

8: from above and below by constant multiples of 

9: the stable presentation length of its fundamental group.
