2: By a heuristic argument, we relate two conjectures. One is a version

3: of Manin's conjecture about the distribution of rational points on

4: a Fano variety. We concern specific singular Fano varieties, namely

5: quotients of projective spaces by finite group actions, and their

6: singularities play a key role. The other conjecture is a generalization

7: of Malle's conjecture about the distribution of extensions of a number

8: field. Main tools are several Dirichlet series and previously obtained

9: techniques, especially the untwisting, for the counterpart over a

10: local field.
