If the cone of characteristics contains more than one characteristic, then it sweeps positive area, i.e. $|\bigcup_{\lambda}\bigcup_{s \in [0,t]} \{(s,\zeta_{\gamma^{\lambda}}(s))\}|>0$. Due to uniqueness forwards, cones for different $\gamma$ are disjoint. There can be at most countably many $\gamma$ with cones of positive area. Thus only for countably many $\gamma$ there exists more than one $\zeta_{\gamma}$ such that $\zeta_{\gamma}(t)=\gamma$.
